Healthy Kids Plan
Measure 50 (2007)
Oregon’s Healthy Kids Plan (Measure 50) would have provided 100,000 uninsured
children in Oregon with the health care coverage.
It also would have strengthened tobacco prevention programs, safety net clinics,
rural health care facilities and provide health care for Oregon’s lowest
income families and individuals through the Oregon Health Plan.
Upstream's Analysis of Measure 50's Impact on Low-Income Families
We commissioned a study to examine how Measure 50 would impact low-income families in Oregon. Frank Chaloupka, a highly-respected tobacco economist, at the University of Illinois, wrote the report.
He found that healthcare and other benefits would far exceed the increased taxes paid by low-income families. The total value of the benefits were estimated to be at least $162.7 million. In addition, he found that at least 22,000 adults would quit smoking as a result of the tax, and it would prevent 32,000 youth from starting to smoke.
