HEIA on Tobacco Retail Licensing

This Health Equity Impact Assessment examines the potential racial, social, environmental, and economic health equity effects of a potential tobacco retail licensing policy on Multnomah County communities. The HEIA used introduced state legislation, Senate Bill 417, as a template for understanding the short term, intermediate, and long term health equity impacts of a tobacco retail license.
